Shared Responsibility

Public-private partnerships, often referred to as PPPs, have become an increasingly common (0) FEATURE of modern economic policy. Governments frequently turn to them when public funds are limited and large-scale projects need to be carried (1) .......... without long delays. In principle, such arrangements allow the state to draw (2) .......... private-sector expertise, investment and efficiency, while still pursuing goals that are meant to benefit the wider public. Supporters argue that these partnerships can speed (3) .......... the delivery of infrastructure such as hospitals, rail systems and energy networks. They also claim that risks can be shared more fairly, rather than being placed entirely on taxpayers. Critics, however, point (4) .......... that private firms are ultimately driven by profit, which may not always coincide with the public interest. If contracts are poorly designed, governments may end (5) .......... paying far more than expected over time. Much therefore depends (6) .......... transparency, accountability and careful planning. A successful partnership requires both sides to define their responsibilities clearly and to remain open to scrutiny. When this happens, PPPs can serve as an effective means of delivering essential services. When it does not, they may become a source of controversy rather than a model to be (7) .......... . For this reason, many experts insist that each proposal should be judged on its own (8) .........., rather than being praised or dismissed automatically.

What to do

In this part, you read a text with eight gaps and choose the best word from four options to fit each gap.

Nothing prepares you for this test better than reading.

Read a lot. Candidates who often read in English (for work, for fun) find this part of the test manageable, while those who never read tend to find it very hard.

If you are 100% sure that two of the 4 choices are completely identical, then neither can be the answer. There is always only one word that fits grammatically and has the right meaning.

Usually the correct option will be part of a fixed phrase or collocation, a phrasal verb, a connector or the only word that fits grammatically in the gap.

Strategy

  1. Read the title and the whole text quickly to understand its general meaning before you attempt the task.
  2. Check the words before and after the gap.
  3. Choose the best option.
  4. When you have finished, read the text again with the words inserted to check that it makes sense.
