Shared Responsibility

Public-private partnerships, often referred to as PPPs, have become an increasingly common way of delivering major infrastructure and public services. In (0) THEORY, such arrangements allow governments to draw on private-sector expertise while still retaining overall responsibility for projects that serve the public interest. Supporters argue that this can lead to greater efficiency, especially when public authorities are under pressure to keep costs under control and complete work on time. Critics, however, point (1) .......... that the long-term financial consequences are not always clear at the outset. One of the main arguments in favour of PPPs is that they can spread risk more (2) .......... between the state and private investors.
